Dry powder this thin says the wallet is closer to fully invested than waiting on the sidelines; there is little stable ballast to average down or rotate quickly without unwinding the restaking legs first. The trigger here is conviction in ETH exposure over cash optionality.
Trade this as a single individual's book, not a fund flow. It is a $21M personal wallet, so movements read as one person's positioning, where a KOL who moves narrative is actually parked. Watch for the restaking legs unwinding back into spot ETH or USDC as the tell: that would mark a shift from earn-mode to either de-risking or repositioning.
